PyPI freezes the HTML index API

PEP 833 freezes the structure of PyPI’s HTML index without removing it or changing its package and release updates. Future metadata work will target the JSON representation, so mirror operators and other bulk consumers should consider switching, while pip users are likely already covered through JSON support in pip 22.2 and later.
